All new wells, and existing wells to be deepened, in Brewster County must have a valid drilling permit.   As of Jan 1, 2006, Brewster County Groundwater Conservation District will require registration and operating permits for all non-exempt wells, defined as wells capable of producing more than 25,000 gallons per day, or 17.36 gallons per minute. Exempt wells will not be required to register in Brewster County, but well owners are encouraged to register voluntarily to help gather important data about our precious aquifers, and there will be no fees charged for registering exempt wells in Brewster County..
